The primary purpose of Debug Mode is to allow you to view the AICC/SCORM conversation which is occurring between your Lesson and the LMS. This is very useful in troubleshooting problems where you suspect the lesson is not passing proper data back to the LMS.
In a nutshell it works like this:
ToolBook allows for you to create a Debug version of your course. This debug version will result in an extra browser window opening, and that window will contain the Debug information. Note that a popup blocker can block this extra browser window from opening.
If the Debug version of your course is launched from your LMS, the debug information will reveal the SCORM or AICC communication data being passed from the Lesson to the LMS.
The data you will see in the debug window is only intended to be understood by our support staff, but much of it is clear enough that you may be able to tell what is wrong by reading the various entries.

Obviously a debug version of your lesson is intended to be used only for troubleshooting. Once you have isolated and fixed your underlying problem, ensure you turn OFF debug mode and Publish your lesson to DHTML again, so that you have a non-debug version of your lesson ready to be used by your learners.
You will find a checkbox option to easily turn this on/off for your current book, within the Publish to Web (DHTML) exporter. The checkbox option is referred to as Show Debug Information in Browser or Display Diagnostic Information in Web Browser depending on the version of ToolBook you are using.
Once Debug Mode has been turned on, you will need to re-export your ToolBook file to DHTML and the resulting DHTML files will contain extra debug logic. Upload this debug version of your lesson to your LMS and debug information to appear as you run this exported content from your LMS.
Remember to turn off the debug mode setting once you are finished with your troubleshooting.
The purpose of running in Debug Mode is to try to replicate your original problem/error, while in Debug Mode - in hopes that the source of the problem will be revealed within the debug log data.
